The condition in the agreement with these men referring to remittances is not very definite as it does not prescribe that they shall be allowed to remit at the exchange of the day but at such rate as may from time to time be fixed by Government and they not unnaturally feel much dissatisfaction at being treated on a different footing to the Constables who were enlisted before.
I recommend that Your Lordship should accede to the request of these Constables and allow them to remit half their pay at 4/2. If this be not complied with the service may become unpopular and the difficulties already found in recruiting may be considerably increased. I believe that for future recruits it will be found necessary to offer higher inducements and to make the pay the equivalent of what it was formerly, viz.: £100 a year.
